Adams Memorial Opera House
Teen / Youth Rock Concert Policy


1). Teen rock concerts are defined as concerts of popular music attractive to teenagers up through young adults (13 – 25), and include such formats as “punk”, “emo” and “ska”. The judgment of the Board of Trustees shall be final as to application of this designation to any concert or dance event.

2.) Teen rock concerts shall allow no more than six (6) different bands to play during any single event.

3.) The concert producer or promoter, i.e. the Opera House renter, shall arrange for load-in and load-out logistics that do not interfere with normal traffic flow on and off the site, interfere with resident-only parking in the neighborhood, or cause bands to park their vehicles in areas not designated as public parking.

4.) The Greater Derry Arts Council will contract for professional security services for the concert, at the sole expense of the Opera House renter. The cost of security service will be included in the rental contract and must be paid in advance, as per the currently prevailing rental payment terms and conditions. The standard service will consist of five (5) officers at a rate of twenty dollars ($ 20.00) per hour, per officer, with a four (4) hour minimum. The security service will be contracted for the entire duration of the event, i.e. at all times that the facility is open to the audience / public.

5.) The Adams Memorial Opera House is a no smoking facility. Any smoking during teen rock concerts must be restricted to a roped-off and supervised area outside of the building, on the grounds of the Opera House. The Opera House renter must provide suitable cigarette butt containers and must pick up all cigarette butts from the ground as part of the Opera House clean up requirement.

6.) No food or drink is allowed into the performance viewing areas of the Opera House, including the balcony and the main floor of the house. Any food or drink must be consumed in the upper lobby, concession area, or outside of the building. The Opera House renter must actively enforce this policy and must pick up and remove to the on-site recycling containers any bottles or cans, whether found inside or outside the building, as part of the Opera House clean up requirements.

7.) No alcohol or unlawful drugs may be consumed on the premises of the Opera House, either inside the building or outside. This is mandated by town ordinance, and must be actively enforced by the Opera House renter, with a “zero-tolerance” policy.

8.) Concert attendees must conduct themselves in a safe manner at all times. It’s not possible to enumerate all activities that would be considered unsafe, but examples include (a) “moshing”, (b) jumping onto or off of the stage, (c) hanging over the edge of the balcony, (c) congregating in the stairways and (d) sliding down the stair banisters.

9.) The “festival seating” capacity of the Opera House is 250 persons.

10.) When the chairs are stacked along the wall of the Opera House to create a “festival seating” configuration, the Opera House renter must ensure that the audience members of do not sit on the stacks of chairs. This is unsafe and it may damage the chairs.

11.) No merchandise or displays are to be affixed to the walls or woodwork of the Opera House by any means whatsoever.

12.) No potentially hazardous displays, effects, souvenirs or toys or are to be introduced into the audience. It’s not possible to enumerate all such items, but examples include (a) laser beams, (b) liquids, (c) candy, (d) hard or sharp objects and (e) glow-sticks.

13.) The issuer of the required $1M general liability insurance policy shall name the Greater Derry Arts Council, Inc. as additional insured and shall issue (a) a standard certificate of insurance and (b) a statement that the insurance coverage specifically applies to a teen rock concert.

14.) The Opera House renter must proactively cooperate with the on-site professional security service at all times to maintain a safe, secure and vandalism free environment.

15.) The requirements of this policy are additive and incremental to the requirements of the following documents (a) the Rental Agreement, (b) the Opera House Cleaning Checklist, and (c) the Opera House Technical Package, which contains additional usage rules.

16.) The hours of any concert covered by this policy shall be strictly limited so as to not interfere with the other occupants of the Adams Memorial Building, i.e. not during the hours of 9 AM to 5 PM Monday through Friday, holidays excepted, and so as to not interfere with the abutting residential neighbors, i.e. not after 11 PM on any night. 11 PM is a “hard-stop” curfew for any music. The load-out and clean-up must be accomplished prior to another “hard-stop” curfew of 1 AM.
